Bhubaneswar: The Odisha Government has been felicitated with the 'V Ramachandran Awards for Excellence in Urban Decentralization' recently in New Delhi.
The award is being given by Janaagraha Centre for Citizenship and Democracy, a Bengaluru-based not for profit organization, working in the field of urban governance.
Union Urban Development Minister M Venkaiah Naidu presented the award to Odisha Housing and Urban Development Secretary G Mathivathanan on march 2 in the presence of Anil Baijal, Lt Governor of Delhi.
Odisha was honoured for creation of Municipal cadres in the State in the enabler category. This category of awards was presented for ground-breaking initiatives that have facilitated enactment of laws and setting up of institutional mechanisms to successfully fuel urban decentralization. Winners were selected from among 38 applications from across 15 states, by an eminent jury.
As part of the structural reforms initiative and to increase capacity for effective urban governance, efficient project implementation and citizen service delivery, the Government of Odisha formulated Odisha Municipal Services Act, 2016 and sanctioned 3,213 posts across eight categories of services namely, Municipal Administration Service, Municipal Engineering Service, Municipal Planning Service, Municipal Health Service, Municipal Community Development Service, Municipal Ministerial Service and Municipal e-governance Service.
To implement the Act and to roll out the cadre, several Rules have already been framed and notified.
